The Perak state administrative machinery is headed by the State Secretary and assisted by the State Legal Advisor and State Financial Officer. The State Secretary is the state chief administrator who is advised by the State Legal Advisor in all aspects of the law, while matters related to finance and budget as well public budget, he is advised by the State Financial Officer.

All State Government agencies and Federal Government agency branches are under the jurisdiction of the State Secretary. This jurisdiction also covers the administration of district offices and local authorities.

YB Tuan Haji Zainal Azman bin Abu SemanThe post of the Perak State Secretary is currently held by YB Dato' Haji Zainal Azman bin Abu Seman. He has a Bachelor of Science degree in Agribusiness from UPM, Post Graduate Diploma in Strategic & Security Studies, UKM and Diploma in Public Administration (INTAN). He began his career in government service in 1990 as an officer in the National Civics Bureau, Prime Minister’s Department. He has served in various ministries, among them the Ministry of Transport, Ministry of Agriculture, Ministry of International Trade and Industry (MITI) and Ministry of Domestic Trade and Consumer Affairs (KPDNKK). Prior to his appointment as the Perak State Secretary, he was the Deputy Director-General (Operations) in the National Disaster Management Agency (NADMA). Y.B. Puan Rohana Abd MalekThe Perak State Legal Adviser post is held by Y.B. Dato' Rohana Abd Malek. She obtained her Advanced Diploma In Law (Legal Studies) from Universiti Teknologi Mara in 1987 and Master of Laws in Resources Law and Policy from Centre For Energy, Petroleum, Mineral Law and Policy University of Dundee, Scotland in 1998. Y.B. Dato' Rohana Abd Malek first started serving the government as a federal counsel at the Attorney General’s Chambers in 1989. She has served as a Legal Adviser in the Ministry of International Trade and Industry in 2013; Director-General of Malaysia Department of Insolvency; and from 15 January 2014 as the Perak State Legal Adviser. ESPINOThe Perak State Financial Officer post is currently held by Y.B. Dato’ Haji Abu Bakar bin Haji Said. He holds a Masters of Economics degree (UPM). He began his career in government service on 1 July 1983 as the Assistant Director, Economic Planning Unit in the Prime Minister’s Department (JPM). He has also previously served in the Ministry of Agriculture, Implementation Coordination Unit (JPM), Sabah Federal Secretariat, Public Service Department (JPA), and as the Manjung District Officer and Deputy State Secretary (Development) cum Director of the State Economic Planning Unit (UPEN). YBrs. Puan Nor Sham Binti RahmanThe post of the Deputy State Secretary (Management) is held by YBrs. Puan Nor Sham Binti Rahman. She has a L.L.B (Hons) (UIA) and D.P.A. (INTAN). She began her career in government service on 15 September 1997 as an Assistant Director, Professional and Management Unit, Service Division in the Public Service Department. She then served as the Principal Assistant Secretary in the Public Housing Division; and the Division Secretary, Human Resources Division in the Perak State Secretariat. TIMBALAN UPENThe post of the Deputy State Secretary (Development) is held by YBrs. Tuan Haji Mu`az bin Haji Zawawi. Prior to his appointment as the Deputy State Secretary (Development), he was the Deputy Director (Management) of the Perak State Health Department.
