Perak State Assembly Passes Islamic Religious Administration (Perak) (Amendment) Bill 2025.

IPOH, 11 September 2025 - The Perak State Government today tabled the Islamic Religious Administration (Perak) (Amendment) Bill 2025 at the Second Meeting, Third Year of the Fifteenth Perak State Assembly at Bangunan Perak Darul Ridzuan.

The Enactment was tabled by Perak Menteri Besar and also Kota Tampan Assemblyman Dato’ Seri Saarani Mohamad for the second reading and was then unanimously supported by all State Assemblymen present.

He said the Bill involved several important amendments to the Islamic Religious Administration (Perak) Enactment 2004, section 109 and subsection 111(2).

 "The amendment to this Bill is a consequential amendment with the removal of provisions relating to the Council's power to register schools as well as the power to make regulations concerning the administration of schools and activities related to the teaching of Islam.

"Section 109. Subject to the Islamic Religious Schools Control Enactment 1996 [Enactment No. 10 of 1996], the Council shall have the power to register Islamic Religious Schools in the State of Perak. Section 109 is repealed.

"Section 111(2) Without prejudice to the generality of the powers conferred under subsection (1), regulations may be made to provide for –

(j) subject to the Islamic Religious Schools Control Enactment 1996, the administration of Islamic religious schools and activities related to the teaching of Islam;

Subsection 111(2) is amended by deleting paragraph (j).

 “With the proposed Islamic Religious Administration (Perak) (Amendment) Bill 2025, regulation of the governance of Islamic religious education institutions in the state is seen as manageable and efficient in accordance with legal provisions and can benefit the people of Perak, particularly those of the Islamic faith,” he explained.

He added that the proposed amendment was discussed together with the Islamic Schools Control Bill (Perak) 2025 in the Technical Drafting Committee Meeting and submitted to the Perak State Syariah Law Drafting Committee Meeting and was presented to the Perak Islamic Religious and Malay Customs Council Conference on 26 June 2025 and approved.

Subsequently, the Bill was submitted and approved by the State Executive Council (MMK) number 1366 dated 6 August 2025, to allow it to be tabled for debate and passed by the Perak State Legislative Assembly.

The sitting was adjourned to an unspecified time.
