Perak Announces PRE Perak Sejahtera 2021, Allocates RM19.5 Million.

IPOH, 2 June 2021: The Perak State Government has announced the Perak Sejahtera Economic Stimulus Package (PRE) 2021 with an allocation of RM19.5 million.
Perak Menteri Besar Dato' Saarani Mohamad said the Perak Sejahtera Economic Stimulus Package (PRE) 2021 was implemented to face the impact of the COVID-19 pandemic, including the closure of the social and economic sectors or lockdown which was implemented for two weeks until 14 June.
“The PRE comprised eight focuses, including housing programme rental exemption, housing loan and hire purchase moratorium, stall rental exemption and one-off aid for hawkers/petty traders.
"Besides that, it will also involve the moratorium on Perak higher education loans, establishment of homeless transit centres in Kinta, tourism sector, quit rent as well as agriculture and fisheries," he said after announcing the PRE Perak Sejahtera 2021 at the Menteri Besar’s Office, Bangunan Perak Darul Ridzuan.
The following is the full focus of PRE Perak Sejahtera 2021:
A) Housing Programme Rental Exemption
- One-month rental exemption for the Public Housing Programme under the Perak Housing and Property Board (LPHP) for June 2021 involving 24 recipients.
- One-month rental exemption for the People's Housing Programme under LPHP for June 2021 to 41 recipients.
B) Moratorium on Housing Loans and Hire Purchase
- One-month moratorium on Rumah Harapan loan repayment for June 2021 to 69 recipients.
- One-month moratorium on Amanjaya People’s Housing Scheme loan repayment for June 2021 to 443 recipients.
- One-month moratorium on Public Housing Programme hire purchase payment for June 2021 to 690 recipients.
C) Exemption for stall rental and one-off aid for Hawkers/Petty Traders
- One-month rental exemption for stalls under all Local Authorities in Perak for June 2021, involving 10,264 stalls at a cost of RM1,602,924.00.
- One-off RM300 aid to 47,226 licensed hawkers and petty traders to resume business after the end of MCO 3.0. This aid will be channelled via the related local authorities with an allocation of RM14,167,800.00.
D) Moratorium on Perak Higher Education Loans
• One-month moratorium on Perak Higher Education Loans repayment for June 2021 to 228 students.
E) Establishment of Homeless Transit Centres in Kinta
Establishment of a Homeless Transit Centre in Kinta, involving a cost of RM750,000.00.
F) Tourism Sector
- Hotel licence renewal fee exemption for 565 hotels registered with Local Authorities, involving a cost of RM448,048.38.
- Special one-off RM3,000 aid to the Malaysian Hotel Association Perak Chapter which will benefit 80 members at a cost of RM240,000.00.
- Special one-off RM2,000 aid to Persatuan Umrah, Haji dan Ziarah (PUHAZ) which will benefit 35 members at a cost of RM70,000.00.
- Special one-off RM2,000 aid to homestay management which will benefit 11 homestay managements at a cost of RM22,000.00.
- Special one-off RM500 aid to boat tour guides (Pulau Pangkor, Temenggor, Teluk Intan, Kuala Sepetang and Kg. Dew Kelip-Kelip) which will benefit 400 people at a cost of RM200,000.00.
- #TravelPeraklah Phase 4 Tourism Vouchers to the Perak Spa Operators Association and PUHAZ at a cost of RM368,000.00.
G) Quit Rent ·
- Exemption of late payment penalty from 1 June to 31 August 2021 for all titles. Collection of penalty payments is not included in the various land revenue targets unless after the quit rent arrears payment is made, then the penalty payments will be calculated as other revenue.
- Quit Rent Arrears discount from 1 June to 31 August 2021, as per details below:-
- 20% discount for Quit Rent Arrears exceeding RM1,000,000.00 (full payment);
- 15% discount for Quit Rent Arrears between RM500,000.00 to RM999,999.00 (full payment); and
- 10% discount for Quit Rent Arrears below RM500,000.00 (full payment).
- 20% Strata Discount (Parcel Rent) for Business Category for current year parcel rent payments, involving 9,051 parcels for business category only from 1 June to 31 August 2021.
- Apart from quit rent and arrears, land-related matters such as ownership transfer, mortgage, mortgage release and other submissions at the counter which require time are also affected during the EMCO period. Some suggestions to facilitate and alleviate the people’s burden dealing with land matters are as follows:-
- Exemption of late penalty for submission of any transactions that expire during the EMCO period.
- Automatic one-month extension for Forms 5A and 7G of the National Land Code 1965 (if expire within the EMCO period) from the ending date of EMCO and exemption of application fee.
- Exemption of late penalty for collection of titles that expire during the EMCO period and a one-month extension to make payments.
- One-month approval period extension for permission letters of ownership transfer / mortgage / lease that expire during the EMCO period.
H) Agriculture and Fisheries
- The Post-COVID-19 Special Farming Programme covers farm input materials worth RM3,000.00 which will benefit 120 farmers, totalling RM360,000.00.
- Purchase of agricultural produce from affected farmers or smallholders. This initiative involves a fund of RM300,000.00
- The Urban Fisheries Programme involving RM309,940.00 which covers the provision of seed aid, food inputs, cabins and accessories, human capital development programme for participants and certification of myGAP good aquaculture practices.
- Harvesting equipment aid at a cost of RM115,800.00. This aid can speed up the process of harvesting.
- Food box aid worth RM100.00 each to 700 affected inland fishermen amounting to RM70,000.00.
- Seed farming and fish feed inputs to 90 small-scale breeders, involving RM180,000.00.
Meanwhile, the state government also agreed to channel an allocation of RM2 million to eight more District and Land Offices (PDT) for the purpose of providing food aid to those affected during the lockdown.
“It involves an allocation of RM400,000 for PDT Manjung and RM200,000 each for PDT Kerian, Batang Padang, Hilir Perak, Selama, Perak Tengah, Kuala Kangsar and Kampar, including an additional allocation of RM200,000 to PDT Hulu Perak.
“Earlier, the state government had announced the chanelling of RM1.2 million aid to four PDT involved in the implementation of EMCO, namely PDT Kinta (RM400,000) and RM200,000 each for PDT Hulu Perak, Larut Matang and Selama, and Muallim,” he added.
