KUALA KANGSAR, 14 November 2021 - Post COVID-19 requires wisdom in leadership as well as dynamic and energetic management in planning recovery strategies that have a meaningful impact on the people, especially efforts to eradicate poverty.

HRH Sultan of Perak Sultan Nazrin Shah said the wisdom of the past leaders, formulating poverty eradication programmes in the post-independence era and when the era of the New Economic Policy (NEP) was introduced, should be emulated and used as a reference and guideline.

"Education was the NEP’s most successful programme to achieve the goals of poverty eradication and restructuring society. The majority who managed to get out of the cocoon of poverty and increase in the middle class group, especially among the Malay community, were achieved through educational programmes.

"Following the pandemic, educational platforms, namely schools, universities and educational centres were the institutions that were directly affected. Students in schools and various training and educational institutions were the casualties or victims who suffered greatly when the Movement Control Order was enforced," he said.

HRH Sultan of Perak Sultan Nazrin said this at the State Awards Investiture Ceremony held in conjunction with his 65th Birthday at Istana Iskandariah here today.

Also present were HRH Raja Permaisuri Perak Tuanku Zara Salim, HH Raja Muda Perak Raja Jaafar Raja Muda Musa, HH Raja Puan Besar Raja Nazhatul Shima Sultan Idris Shah, HH Raja DiHilir Perak Raja Iskandar Dzurkarnain Sultan Idris Shah, HH Raja Puan Muda Perak Tunku Soraya Sultan Abdul Halim and state government leaders.

In his speech, His Royal Highness also expressed concern over the state of education in the country which still lacks sufficient infrastructure to enable new educational methods to be enjoyed equally by the people.

“People in rural areas face difficulties with the Home-based Teaching and Learning (PdPR) method due to weak and unstable internet connection.

"While those in the low-income and poor categories face financial difficulties in providing their children with quality digital devices," he said.

Therefore, Sultan Nazrin said, the country must learn and re-engineer policies and programmes on health, food supply, education, welfare and human resources, especially the over-dependence on foreign workers.

The Ruler added that the country should be prepared and bold to conduct audits to assess the strengths and weaknesses of its hardware and software assets, and human capital in terms of quantity, quality of expertise, experience and skill sets

"It is important to expedite improvement measures so that the country is in a better state of preparedness to face future crises.

"The crisis must serve as an eye opener to spark new thinking, formulate new methods, explore new approaches, place new priorities and introduce a new culture of governing the country," said HRH Sultan of Perak Sultan Nazrin Shah.
