Governance, Integrity Are Important Elements Of National Wellbeing.

The Public Service Director-General delivering the keynote address at the Local Authorities Convention 2023.

IPOH, 12 March 2023 – Competent governance and a high value of integrity in the administration of an organization or government is an important element in achieving national wellbeing.

Public Service Director-General Dato' Dr. Zulkapli Mohamed said that good governance is a way of management that focuses on key principles, such as transparency, accountability, justice and efficiency when delivering services to the people.

"Besides competent governance, integrity is also important as the moral and ethical quality of each individual in ensuring authenticity and honesty in all aspects of life will be translated into the administration of organisations or governments.

"Its success will create an efficient and effective management process and give confidence to the people that the government or an organisation prioritises the interests of the people and country," he said.

Representing the Chief Secretary Tan Sri Dato' Seri Mohd Zuki Ali, he said this when delivering the keynote address at the Local Authorities Convention 2023, themed "MADANI Municipalities - Prosperous People" at the Ipoh Convention Centre here.

Also present were State Secretary Dato' Ahmad Suaidi Abdul Rahim, State Financial Officer Mohd Zaki Mahyudin, Ministry of Local Government Development (KPKT) Secretary-General Datuk M Noor Azman Taib and Ipoh Mayor Dato' Rumaizi Baharin as PBT Convention 2023 Host City.

He added that integrity demands righteousness and honesty in all actions and decisions made by administrators or leaders in order to avoid corrupt practices and nepotism that can damage the image of the government or public organisations.

"To ensure good service delivery and strong integrity, government or public organisations need to have strong and effective governance in human resource management, accounting and financial systems, as well as a clear performance reporting and evaluation system.

"Therefore, the government and public organisations need to implement integrity development programmes involving all members of the organisation and raise awareness on governance and integrity in all levels of society," he said.

The convention from 11 to 12 March 2023, organised by KPKT through the Local Government Department in collaboration with the Ipoh City Council (MBI), aimed to strengthen and empower the role of PBT, besides providing opportunities for council members to exchange views and contribute ideas towards making PBT services more dynamic and progressive.

 At the event, an award presentation was also held for the three main winners in the MALA 2.0 Innovation Competition: KPKT Minister’s Cup in recognition of the PBTs that have exhibited a high level of innovation. 

Also, recognition was given to ten PBTs that showed excellent achievements in the PBT Star Rating System (SPB-PBT) implemented in 2022 comprising 153 PBTs throughout Malaysia. 

The MALA 2.0 Innovation Award category was won by Klang Municipal Council (MPK), followed by Marang District Council (MDM) and Seberang Perai City Council (MBSP) in second and third place respectively. 

The SPB-PBT City Category Award was won by the Petaling Jaya City Council (MBPJ) and followed by MBI in second place. 

For the Municipal and District category, Manjung Municipal Council (MPM) and Batu Gajah District Council (MDBG) won first place, followed by Putrajaya Corporation and Kampar District Council (MDKpr). 

All the awards were presented by Local Government Development Minister Nga Kor Ming at the closing ceremony in the evening.
