IPOH, 8 December 2023 - The Perak State Assembly today passed the Muslim Wills Enactment (Perak) Bill 2023 after being debated and wound up during the Fifth Meeting of the First Year of the 15th Perak State Assembly at Bangunan Perak Darul Ridzuan.

The bill was tabled by Perak Menteri Besar Dato' Seri Saarani Mohamad and supported by Tebing Tinggi State Assemblyman Dr Abdul Aziz Bari.

Dato' Seri Saarani then wound up the debate to enable a vote to be taken, and the bill was unanimously passed by all the State Assemblymen present.

State Assembly Speaker Dato' Mohammad Zahir Abdul Khalid then announced that the enactment was passed in the second and third readings after being agreed upon by all State Assemblymen.

According to Dato' Seri Saarani, he was able to conclude that there is a collective understanding among the State Assemblymen that this bill is quite important and very timely to be established in Perak.

"The State Government has considered the need to provide guidelines, directions for governance, and supervision of the creation and implementation of Muslim wills in the state more effectively.

"The State Government greatly appreciates the suggestions and views expressed by the Assemblymen on the resolution of issues regarding the affairs of wills and property management of Muslims," ​​he elaborated.

He added that the bill was drafted in such a structured way, encompassing almost all aspects of Islamic law.

"It not only touches on the making of wills, but also covers aspects of proof, execution and registration of wills, in addition to outlining the regulatory aspects involving the wills of Muslims.

"The State Government appointed Universiti Sultan Azlan Shah (USAS) to carry out a comprehensive study by compiling all issues related to the administration of Muslim property concerning wills, inheritance and gifts.

"In this connection, the State Government took an open stance to examine the proposal to be discussed and forwarded to the State Executive Council Meeting," he said.

The State Assembly sitting was then adjourned sine die.
