The Perak Menteri Besar delivering his Executive Talk and New Year Message 2024.

IPOH, 10 January 2024 – Perak Menteri Besar Dato' Seri Saarani Mohamad emphasised five main focuses as an important agenda for the state government this year in his Executive Talk and New Year Message 2024.

All the five focuses are key factors in expanding the economic wings and State’s wellbeing, besides realising the Perak Sejahtera Plan 2030 agenda. The five focuses are:-

1. Empowering the Economy, Exploring New Sources of Income

Dato' Seri Saarani called on all departments, agencies and related parties to be aggressive in creating opportunities and leverage on existing strengths, so that we are able to compete in an all competitive economic ecosystem. The strength and capacity available to explore the economy’s other new branches can be expanded via three potentials:-

• Blue Economy - exploring the sustainable economic potential of the sea and coastal areas
• Green Economy - to be a leader in developing an economy based on sustainability
• Care Economy - making Perak a health tourism destination by creating new treatment centres.

2. Driving Innovation in Delivery Systems

Various initiatives have been formulated via the State Secretariat Digitalisation Strategic Plan so that it can be implemented inclusively this year. Among them:-

• Development of the Financial and Asset Management System
• Development of the eMufti System - Phase II
• Upgrading of the S3PK System (Supply and Service Modules)
• Development of the State Civil Service Management System
• Upgrading of the State Information Planning System (SISIP)
• Development of the Data Sharing Platform (Geo Hub)
• Study of the Emerging Technologies (ET) Initiative Implementation
• Perak State Level ICT Convention

3. Raising the people’s welfare and wellbeing

Outreach programmes continue to be expanded to ensure that the poor are not left out of the government's touch.

In order to strengthen the strategy in achieving the objective of eradicating poverty as outlined in Flagship 6 of the Perak Sejahtera 2030 plan, several steps were recommended and made an important agenda in 2024. They are:-

• Empowering and improving the eKasih data integrity via an accurate census system, besides creating a centralised inter-agency registration.
• Implementing findings of the State Poverty Eradication Action Plan Workshop held on 9 to 10 August 2023.
• Expanding the State Social Wellbeing One Stop Centre (OSC) initiative.
• Making full use of the MADANI Community Programme.

4. Strengthening the Environmental Sustainability Agenda

Among the strategic steps to be implemented to strengthen our commitment in conserving the environment are:-

• Diversification of economic sectors.
• Intensifying and accelerating forest restoration.
• Expanding the use of technology in law enforcement.
• Improving the solid waste management system.

5. Making the Visit Perak Year 2024 a success

The use of technology and digital communication must be fully utilised to attract tourists. Among the methods that can be done include:

• An interactive digital campaign that brings together interesting videos, including augmented reality (AR) content that shows the beauty of Perak.
• The use of digital applications such as QR code sharing to promote tourist areas and virtual tour guide applications.
• Using analytical data to understand the pattern of tourists' decisions to visit a particular location and adapting it to provide attractive tourism packages.
• Collaboration with social media influencers and relevant figures to promote the greatness and beauty of the state's tourism locations or publicise the uniqueness and deliciousness of the food and drinks in Perak.
