Launch Of National Family Compassion Policy And Sejahtera MADANI Tour – People’s Welfare Insurance Scheme: 14 February 2026.

ULU KINTA, 14 February 2026 – Prime Minister Dato' Seri Anwar Ibrahim today launch the National Family Compassion Policy (DKKN) and Sejahtera MADANI Tour – People’s Welfare Insurance Scheme (SIKR) at the Sultan Azlan Shah Training Institute, Ministry of Health Malaysia here.

 

The launch was a collaboration between the Ministry of Women, Family and Community Development (KPWKM) through the National Population and Family Development Board (LPPKN) and the Implementation Coordination Unit, Prime Minister’s Department (ICU JPM), to ensure service delivery that is effective, inclusive and appropriate to the needs of the people.

 

DKKN is introduced as a comprehensive social policy framework that recognises the family as the basic unit of social stability and national resilience.

 

The policy was developed based on the family life cycle approach, covering individual needs from pre-marriage, family formation, parenthood to senior citizens, supported by the National Family Action Plan 2026–2030 (PTKN) to ensure integrated implementation involving ministries, departments, government agencies, NGOs, the private sector, academics and the community.

 

It also emphasizes strengthening family institutions, empowering planning and parenting, inclusive support and effective conflict management, in line with current challenges, such as declining fertility, population ageing, economic pressures, divorce, climate change and digital transformation.

 

In line with DKKN’s aspiration to build more resilient families, the Sejahtera MADANI Tour – SIKR provides a social safety net for hardcore poor and poor Heads of Household (KIR) in the eKasih system, particularly in facing unexpected events such as death or permanent disability.

 

The scheme aims to ease the financial burden of affected families, reduce poverty risks due to sudden crises and ensure family wellbeing continues to be safeguarded.  

 

The implementation of both initiatives demonstrates the MADANI Government’s commitment to strengthening family institutions and safeguarding the people’s welfare comprehensively.

 

Also present were the Prime Minister’s wife Dato' Seri Dr. Wan Azizah Wan Ismail, Perak Menteri Besar Dato' Seri Saarani Mohamad, Women, Family and Community Development Minister Dato' Sri Hajah Nancy Shukri, Cabinet Ministers, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar and Perak State Secretary Dato' Ahmad Suaidi Abdul Rahim.

 

State Legal Adviser Dato' Azmir Shah Zainal Abidin, State Financial Officer Dato' Mohd Zaki Mahyudin, State Exco Members, ICU JPM Director-General Datuk Seri Sollehuddin Alyubi and heads of state and federal departments were also in attendance.
