State Government Financial Management Literacy And Appreciation Ceremony 2025.

The State Financial Officer calling on everyone to maintain the momentum of excellence achieved in 2024.

IPOH, 7 January 2025 – The Perak State Government continues to drive excellence in financial management through the organisation of the State Government Financial Management Literacy and Appreciation Ceremony 2025.

State Financial Officer Dato' Mohd Zaki Mahyudin emphasised the importance of maintaining and strengthening the momentum of excellence achieved in 2024, and hoped that this success can be continued and enhanced in 2025.

"Among the achievements celebrated include the recognition of the Auditor-General's Certificate Without Reprimand for the State Government Financial Statements 2023, making Perak one of the top five states in financial governance.

"More proudly, the state government recorded a total revenue collection of RM1.37 billion, equivalent to 107.81% of the initial target, and this achievement is testament to the commitment of civil servants in Perak, especially the Land and Mines Office, which contributed the highest revenue of RM914.94 million, i.e. 68.68% of the total," he said in his speech at the State Government Financial Management Literacy and Appreciation Ceremony 2025 at the Perak State Secretariat Banquet Hall here.

Also present were Perak Mufti Dato' Seri Wan Zahidi Wan Teh, Deputy State Secretary (Management) Dato' Nor Sham Rahman, Deputy State Financial Officer Aida Hazlyn Hassan, Megat Amirul Zaini Jamalullail Megat Jamaluddin, and heads of state departments and agencies.

Dato' Mohd Zaki further said that every Controlling Officer and Department Head must pay serious attention to related issues and always take proactive steps in the financial management of their respective departments.

"Procurement and salary management need to be immediately improved, including unsuitability or delays in preparing Performance Bonds, errors in determining procurement methods, delays in preparing contract documents, and failures in implementing promotion calculations resulting in overpayments.

"These weaknesses are partly due to negligence in complying with rules and procedures, lack of thoroughness in planning the procurement process, and lack of regular monitoring and supervision," he added.

At the ceremony, there was also an appreciation certificates presentation to departments, a briefing on Circular No. 1 and 2 of 2025, and a briefing on the Perak State Financial Office Guidelines No. 1 to 7 (GP-PKN 001 to 007).
