State Government Focuses On Mineral Development To Strengthen Downstream And Manufacturing Activities.

The Perak Menteri Besar after the Built-To-Suit & Lease Basic Agreement Signing Ceremony between PKNPk and Jinjing Silicon Technology Sdn Bhd.

IPOH, 27 April 2022 - Perak State Development Corporation (PKNPk) has signed a Built-To-Suit & Lease (BTSL) Heads of Agreement with Syarikat Jinjing Silicon Technology Sdn Bhd for investment in the production and development of mineral-based downstream industries.

Perak Menteri Besar Dato' Seri Saarani Mohamad said PKNPk was very serious in supporting the State Government’s agenda to implement initiatives that give impact and added value to realise the aspirations and policies in boosting the state’s economic activities.

“The mineral development initiative implemented is in line with the National Mineral Industry Transformation Plan Framework 2021-2023 and also in accordance with the decree of HRH Sultan of Perak Sultan Nazrin Muizzuddin Shah on 25 August 2021, where PKNPk is identified as the leader of intermediate and downstream activities for the mineral industry in the state.

“So the first initiative implemented is to attract the involvement of Jinjing Silicon Technology Sdn Bhd to operate a quartz or silica-based minerals processing plant in the Khantan industrial area via a Built-To-Lease scheme that uses designs and specifications set out.

He said this in a press conference after the Built-To-Suit & Lease Basic Agreement (Heads of Agreement) Signing Ceremony between PKNPk and Jinjing Silicon Technology Sdn Bhd at the Menteri Besar's Office here.

Also present were State Financial Officer Dato' Zulazlan Abu Hassan, State Industry, Investment and Corridor Development Committee Chairman Dato’ Shahrul Zaman Datuk Yahya, PKNPk Chief Executive Datuk Redza Rafiq Abdul Razak and Jinjing Silicon Technology Sdn Bhd Chairman Dato’ Grace Oyan.

Dato' Seri Saarani added that the collaboration between PKNPk and Jinjing Silicon Technology on the 11.88-acre land owned by PKNPk in Kanthan would be a catalyst for the development of Silver Valley Technology Park (SVTP).

“It will attract many more investments from silica or quartz-related enterprises and make it the first plant to lead development in the Kanthan industrial area or SVTP.

"In addition, the processing plant will start operating in 2023 and is expected to offer about 500 new job opportunities," he said.

Jinjing Silicon Technology is a joint venture company between Jinjing Group Co Ltd and Winro Sdn Bhd which is one of the largest glass industry players in the world.

The processing plant to be developed is expected to be able to produce 1 million tonnes of white silica sand and 100,000 tonnes of high quality quartz sand which is used in various strategic industries.
