IPOH, 25 February 2025 – HRH Sultan of Perak Sultan Nazrin Shah said that societal shortcomings and social ills that are happening are not because the country lacks laws but because people have lost their manners.

"The various societal shortcomings and social ills that are plaguing the world today should be seen as proof that merely having laws and legislation does not mean anything.

"Fraud, corruption, breach of trust, abuse of power, oppression, torture, disputes, conflicts, power struggles, wars, and killings are increasingly happening, not because we don't have enough laws. Everything happens because humans have lost their manners.

"The importance of manners before seeking knowledge is emphasised by scholars. The scholars prioritise manners over knowledge. A person who masters science without having manners will end up as a flawed scholar, feared to mislead society with perverse knowledge," said His Royal Highness when officiating the Muzakarah Sultan Nazrin Muizzuddin Shah at the Casuarina Convention Centre in Meru here.

HH Raja Muda Perak Raja Jaafar Raja Muda Musa and HH Raja DiHilir Perak Raja Iskandar Dzurkarnain Sultan Idris Shah also graced the event.

Also present were Deputy Prime Minister Dato' Seri Dr. Ahmad Zahid Hamidi, Perak Menteri Besar Dato' Seri Saarani Mohamad, Orang Kaya Bendahara Seri Maharaja General (Rtd) Dato' Seri DiRaja Tan Sri (Dr.) Mohd Zahidi Zainuddin, State Assembly Speaker Dato' Mohammad Zahir Abdul Khalid, Religious Affairs Minister Dato' Setia Dr. Mohd Na'im Mokhtar, Egypt’s Minister of Endowments Dr. Usamah Al-Azhari, State Secretary Dato' Ahmad Suaidi Abdul Rahim, Perak Mufti Dato' Seri Wan Zahidi Wan Teh, State Legal Adviser Dato' Azmir Shah Zainal Abidin, State Financial Officer Dato' Mohd Zaki Mahyudin, State Exco Members, Territorial Chiefs and heads of federal and state departments.

The Sultan added that the ummah no longer prioritises spirituality, but is shackled by material and worldly gains.

"Mosques and suraus built to unify the ummah are increasingly being used as arenas to spread propaganda and slander. The Islamic Religious Council, Islamic Religious Department and Mufti Department, Territorial Chiefs, Mosque and Surau Committees, and congregation members should conduct close monitoring, identify those hiding behind religious robes, with a flawed character and acting in a perverse manner.

"The responsible authorities should conduct fair and impartial investigations, examine the facts and validity of the reported acts that violate work ethics. Mosques and suraus must be cleansed of activities by people who spread perverse propaganda," said Sultan Nazrin.

At the ceremony, His Royal Highness also launched two books titled Hubungan Antara Pemerintah dan Rakyat Dalam Kerangka Ahli Sunah Waljamaah” and “Pengaruh Ahli Sunah Waljamaah Dalam Pembangunan Ummah” by Dato' Seri Wan Zahidi Wan Teh.

This Muzakarah received nearly 400 participants, including muftis, government departments, NGO representatives, and higher education institutions from Indonesia, Thailand, Cambodia, Singapore and Brunei.
