Perak Welcomes Expansion Of ePenghulu System Nationwide : 28 January 2026.

IPOH, 28 January 2026 – The Perak State Government has welcomed the efforts to expand the use of the ePenghulu System nationwide, in line with the state’s digitalisation implementation, through the ePenghulu System Briefing to all State Secretariats (SUK) at the State Operations Room, Bangunan Perak Darul Ridzuan here.

 

The briefing began with a welcome speech by Deputy State Secretary (Management) Dato’ Nor Sham Rahman, followed by a detailed presentation on the implementation of the system.

 

According to her, the ePenghulu System was first developed in 2019 and officially launched on 20 January 2020 to transition from a previously manual process to a digital system.

 

“This system is now actively used in 76 Penghulu Offices throughout Perak, involving document verification, application certification, public complaints, reports and database management,” she said.

 

She said the system has undergone several phases of improvement, including the addition of state assistance modules, data integration and system infrastructure upgrading from time to time.

 

The implementation of the ePenghulu System has received recognition, winning the Perak Menteri Besar Innovation Award (AIMB) 2022, and is protected under the Copyright Act as intellectual property of the Perak State Government.

 

Next, Dr. Mohd. Sani Kamaruddin, Penghulu Besar of Mukim Ulu Kinta, continued the briefing with a live demonstration of the ePenghulu System to the participants.

 

Meanwhile, the eP Kerja System and SPA Perak System were also highlighted as supporting platforms for work management and human resource management to strengthen the state’s public service digitalisation ecosystem.

 

Earlier, Deputy Prime Minister Dato’ Seri Diraja Dr. Ahmad Zahid Hamidi, announced that the ePenghulu System implemented in Perak will be adapted nationwide to strengthen monitoring, data collection and the implementation of rural development programmes.

 

According to him, the system is currently only used in Perak but will be expanded to enable monitoring not only of allocations under the Ministry of Rural and Regional Development (KKDW), but also funds channelled by other ministries

 

He said this to reporters during the Coordination Meeting between the Deputy Prime Minister and Minister of Rural and Regional Development with Rural Exco (MEXCLUB) on 16 December 2025.

 

Also present were Terengganu Deputy State Secretary (Management) Dato’ Ab Rasid Jusoh, Kedah Deputy State Secretary (Management) Dato' Dr. Nadzman Mustaffa, Human Resource Management Division (BPSM) Secretary Mohd Azraie Harun, Kinta District Officer Zulhisham Ahmad Shukori, Digital Division Principal Assistant Secretary Zolkefli Mohd Idris, Corporate Division Principal Assistant Secretary Anita Amri, State Economic Planning Unit (UPEN) Assistant Finance Director Rohainun Rasdi and UPEN Assistant Budget Director Muhammad Faiz Mohd Saad.
